About the role

Project Background:

Margins 2 Markets (M2M) is building key components of an effective waste management system in three ecologically valuable coastal regions: Raja Ampat/Sorong (Indonesia), Tamil Nadu (India), and Zanzibar (Tanzania). These regions face similar challenges: remote and growing coastal communities, insufficient waste management infrastructure, limited access to recycling markets, and increasing plastic pollution from tourism and population growth, driving marine litter and threatening biodiversity, fisheries, and local livelihoods.

The project establishes regional collection, pre-processing, and recycling infrastructure, including Material Recovery Facilities (MRFs) and pre-processing sites, and connects these to national and international recycling markets. It combines this physical infrastructure with digital traceability systems, incentive schemes for waste collectors, training, occupational health and safety measures, and transparent payment systems. The overarching goal is to prevent approximately 40,000 tonnes of plastic waste from entering coastal and marine ecosystems and to develop a replicable model for other coastal regions.

Key infrastructure includes:

A regional MRF in Ramanathapuram, Tamil Nadu, cleaning, sorting, and baling fishing nets and marine plastics, alongside collection activities across 14 coastal districts.

Pre-processing facilities near Kendwa and Paje (Zanzibar) plus a central MRF between Zanzibar City and the landfill.

Local collection and pre-processing sites across the Raja Ampat islands, linked to a central facility in Sorong.

What we are looking for:

Clean Hub is looking for a consultant to provide strategic and operational support that keeps the programme compliant with ZUG grant requirements, coordinated across implementing partners and government counterparts, and positioned for donor engagement and replication, from the start of implementation through the final reporting period.

Tasks

The scope below groups the consultant's activities into five work packages for clarity. Every bullet corresponds directly to a task in the consultant's proposal; no activities have been added beyond what was proposed.

Work Package 1 — Establishment of Programme Management Framework

Establish a clear programme management framework for the project, enabling the impact team and partners to translate grant requirements into clear operating guidelines and implementation tools, in alignment with

Onboard internal and external staff and ensure smooth operation and oversight of the project, and support CleanHub staff in establishing effective day-to-day project management systems.

Support engagement with donor and technical teams ensuring on-going project support.

Work Package 2 — Safeguards, Monitoring and Annual Reporting

Partner with project partners and CleanHub staff to develop data collection processes and baselines to track impact.

Support teams in quarterly and annual reporting to donor.

Provide oversight on appropriate implementation of safeguards

Work Package 3 — Knowledge Exchange, Communications and External Engagement

Support biannual structured knowledge exchange amongst partners and identify opportunities for informal knowledge sharing.

Review all external communications on the project to ensure accurate and appropriate messaging and support media engagement as needed.

Drive external partnership development and sharing about the project, serving as a spokesperson at international international conferences, donor and eNGO outreach

Work Package 4 — Convenings

Lead organisation and facilitation of two (2) four (4)-day partner convenings during

Ensure donor engagement and external stakeholder engagement in final convening

Deliverables: facilitated partner convening; donor and stakeholder engagement at final convenings.

Work Package 5 — Strategic Development and Replication

Identify and on-board consultant to oversee the final external report on project documenting data and learnings from project sites

Partner with CleanHub and external donors to build additional projects and ensure replication

Deliverables: consultant oversight for the Blueprint Report; ancillary project and replication support.

Requirements

Mandatory

Minimum ten years of programme or project management experience, with experience managing donor-funded international programmes with multiple implementing partners across countries

Demonstrated track record of successful fundraising and donor cultivation on plastics, ocean conservation, development or related fields, and strong existing networks with ocean and plastics donors, NGOs and government partners

Experience measuring and reporting on impact for donor-funded projects

Exceptional internal and external communication skills, with previous experience serving as a spokesperson in international fora.

Excellent written and spoken English

Strong cultural fluency to operate in multiple regions

Preferred

Direct working knowledge of the M2M programme and the ZUG Grant Programme Against Marine Litter and established working relationships with some or all of M2M's local partners

Direct work experience in Indonesia, India, or Tanzania.

Experience with monitoring and evaluation systems

Experience organising international workshops and partner convenings

Period of performance: July 2026–June 2030, aligned with the programme implementation period.

Estimated level of effort: Bidders should propose their own level of effort and day rate against the scope of work above; CleanHub will assess proposed effort for reasonableness against the scope rather than requiring a fixed amount of time. Effort is expected to be heaviest in Year 1 (programme set-up) and around each annual reporting cycle and partner convening, and lighter in intervening periods

Contract type: day-rate consultancy, invoiced against actual days worked

Travel: reimbursed at cost or via an agreed per-trip allowance, in addition to the day rate
