About the role

The Operations & Offices Manager is responsible for ensuring that BlackStone eIT's people, assets, compliance, and facilities operate reliably and consistently across all company locations (spanning the UAE, Saudi Arabia, Jordan, Egypt, and Morocco, alongside a distributed consultant workforce).
Reporting directly to the Chief Process Officer, the role requires a high degree of autonomy, cross-border coordination capability, independent day-to-day problem-solving, structured upward management, and leadership of a geographically dispersed team of varying skill levels.
Key Responsibilities
1. People Operations — Onboarding & Offboarding

End-to-End Onboarding: Manage onboarding for new joiners across all geographies to ensure Day 1 readiness in coordination with HR, IT, and Finance.

Asset Management: Procure, prepare, and hand over equipment to new joiners while maintaining accurate asset records.

Offboarding & Insurance: Oversee full offboarding (equipment recovery, insurance cancellations, documentation) and handle employee medical insurance enrollment on joining and cancellation on exit.

2. Visa, Immigration & Compliance

Visas & Permits: Manage employee visa issuance, renewals, and cancellations across the UAE, KSA, Jordan, and Egypt, coordinating with PROs and government authorities.

Tracking & Registrations: Maintain a proactive tracking system for visa, permit, and commercial registration expiry dates, and oversee company commercial licenses across jurisdictions.

Regulatory Compliance: Ensure full compliance with regional labor laws in the UAE, KSA, Jordan, Egypt, and the US, maintaining audit readiness at all times.

3. Payroll & Finance Operations Support

Payroll Inputs: Review and approve all Operations-originated payroll inputs (expense additions, deductions, reimbursements) submitted by country coordinators before the HR payroll cycle.

Accuracy & Timeliness: Ensure country-level payroll and expense submissions are accurate, complete, and delivered on time monthly.

Variance Resolution: Coordinate with HR Payroll to resolve variances or exceptions prior to Finance submission.

4. Office & Facilities Management

Team Supervision: Supervise country Operations coordinators and support staff across regional offices to maintain consistent operational standards.

Facilities & Vendors: Manage office leases, facilities, utilities, maintenance, and vendor contracts across all locations.

Logistics & Budgets: Oversee travel, accommodation, and transportation logistics, manage medical insurance renewals and provider relationships, and monitor administrative/facilities budgets for cost savings.

5. Process Improvement & Reporting

Standardization: Document, standardize, and continuously improve operational processes across all geographies.

Optimization: Identify operational gaps, manual workarounds, and automation opportunities, presenting recommendations with clear rationale to the CPO.

Audits: Support company-wide reporting, compliance checks, and operational audits.

Requirements
Qualifications & Experience

Education: Bachelor’s degree in Business Administration, Operations Management, or a related field.

Experience: 7–10 years of experience in multi-country operations, office management, or administrative leadership roles.

Distributed Leadership: Proven track record managing a distributed team across multiple geographies and time zones.

Immigration Expertise: Hands-on experience with visa, immigration, and government liaison processes in KSA, UAE, and/or Jordan.

Program Management: Experience managing medical insurance programs and vendor contracts.

Process Building: Demonstrated ability to build and enforce operational procedures in environments with inconsistent or absent processes.

Compliance Knowledge: Strong working knowledge of regional labor and compliance frameworks across KSA, UAE, Jordan, and Egypt.

Technical Proficiency: Proficiency in MS Office and experience working with ERP or operational management systems.

Schedule Flexibility: Flexible to work across multiple time zones and working week structures (Saturday–Wednesday for KSA; Monday–Friday for Egypt and Jordan).

Skills & Competencies

Operational Discipline: Ability to design, document, and enforce processes and hold teams accountable.

Cross-Border Coordination: Comfortable managing country-level operations remotely without physical oversight.

Diverse Team Leadership: Experienced in managing mixed-capability teams (from qualified coordinators to support staff), adapting communication styles and performance management accordingly.

Executive Communication: Structured and concise in managing upward; knows what/when to escalate and maintains composure under pressure.

Service Orientation: Approaches colleagues as internal customers to provide efficient, professional, and friction-free support.

Problem-Solving: Resolves operational blockers independently and escalates only what genuinely requires senior intervention.

Attention to Detail: Rigorous in record-keeping, tracking deadlines, and maintaining compliance documentation.

Preferred (Advantageous) Qualifications

Prior experience in an IT staffing, systems integration, managed services, or professional services environment.

Experience coordinating payroll inputs across multi-currency, multi-country payroll cycles.
